Can't personalize card, tells me my card is already active

Hi there!

I'm trying to activate my card and personalize it & withdraw paypal funds etc, but I keep getting told my card is already activated when clearly it's not. 

How do i fix this to get a customized card and deposit PayPal funds and such?

"Personalize" means getting a physical card with your name on it in the mail. What specific card did you get?
