Can't Verify or accept payments.

I am a twitch streamer. when I go to accept my money I'm told that I have to verify by adding a bank account or debit card. I have added my debit card over and over. I have deleted it and re-added through the verify screen and yet every time I go to accept I'm stuck in the verify cycle.
