Can't Change PayPal.Me Accepting Method from Goods and Services to Friends and Family

When I was creating my PayPal.me account I couldn't choose friends and family as an option is kept giving me a "something went wrong" error so I choose Goods and Services to change it later but now I can't change it to friends and family
I'm yet to link a card might that be why? or might it be because of the country? is there a way to change it?

apparently it's because personal payment are not accepted in Egypt
