Can I get a Paypal debit or crdit card from Venezuela

Helllo everyone!

I'm from Venezuela, and I was wondering if I'm able to get a credit card or debit card. 

I asking because when I click in this link https://www.paypal.com/us/webapps/mpp/credit-line-and-card-services after log in, appears a message "Sorry.

That page doesn’t exist", however when I click without login I can see the page.

The PayPal debit and credit cards are only available for US PayPal account holders. 

This is in the fine print on the bottom of that page you linked to.

"††Subject to credit approval. You must be at least 18 years old and reside in the US or its territories to apply."
