We are experiencing some issue while trying to integrate Paypal with Mobile devices.
We are getting below error while trying to do the payment.
Error: "Authorization error --- REFUSED_MARK_REF_TXN_NOT_ENABLED:This merchant account is not permitted to create Merchant Initiated Billing Agreement"

We tried this with 2 different PayPal accounts and we got the same error for both of the accounts.
After looking at a few of the tech documents, we came to the conclusion that there is something missing to be configured in PayPal ID. Can you please help find out what is missing here and how to correct it?
