Adding cash to card at a Walmart, now asking for a reference number?

Howdy!
I was trying to add cash to my card at a Walmart however I could not as they needed a REFERENCE NUMBER. They said this change happened in June. I have no idea what they are talking about.
Do any of you you?
Are they just confused?
