Account Problem

So I recently bought a Prepaid PayPal card and loaded money onto it, but when I went to create an account it gave me the message "We're sorry, there is a problem with your account." Does anyone know what I can do?

If you are creating a PayPal account, check your 'Resolution Centre'. If not, please contact the assistance of the Prepaid card.
