$5 offer was not applied

I recently received a $5 offer in my account. I also received the reminder as follows:

Hello ***,

We sent you $5.00 USD as a token of our appreciation for your business. You now have until July 31, 2019 to use this. This money can be used to purchase merchandise or services from any merchant or retailer that accepts PayPal.

I made a transaction on eBay for an amount of $10.99 and chose paypal as payment method. However the $5 off didn't apply. I was still charged $10.99 on my account. How can I solve this?

I tried to apply the $5 coupon on gnc.com for an amount of $56 and it did apply! Maybe the coupon doesn't work on ebay.
