$5 email offer

I keeping getting emails from PayPal with a $5 offers, but when I click on the 'accept' button I am constantly taken to a page reading that I have already claimed the offer, or that I'm not eligible. I have not claimed the offer yet, and according to the rules below, my account is eligible. I just want to know why I keep getting these emails, and why I can't get the $5 that PayPal is offering me.

I've been getting these $5 offer emails for months.

No matter how quickly I click on the link I've never once received the $5.

At this point PayPal is just sending me spam and wasting my time.

They need to fix it or stop sending the emails.
