1p offer - is it valid from a UK account to a Russian account ? is it an offer to UK accounts only?

I have a UK paypal account. I want to send 1p to a russian friend. Does the £10 offer only apply to UK to UK accounts? If I send 1p will I be charged a transaction fee?
