dispute with vendor

I purchased a product based upon the vendor's advertising video. The product I received is not even close as to what was advertised. I filed a dispute and PayPay's response is to return the product for a refund. It costs more to ship the product back than it cost. So, after the refund, I am still at a loss.
All I get on PayPal is a virtual assistant who apparently does not have the capability to insist of the vendor that it send the product for which I paid.
This situation cannot be unique. I am curious how other PayPay members have addressed this situation.
