Verify identity for PayPal Cash Card

I am trying to add my PayPal Cash Card to Google Pay, but when I do this Google Pay tells me that I need to contact PayPal so my identity can be verified. I tried calling the phone number provided to me, but there are no customer support agents available due to the current COVID-19 pandemic. Is there any way that I can verify my identity so I am able to use my card?
