There is no obvious link from the menus under a Paypal (consumer) account to print shipping without an invoice.  Nonetheless, I have found a way to do this...  It would be nice if PayPal would include this as a menu-bar anchor tag for Paypal (consumer) accounts using the URL below.

1. Login in to your PayPal (consumer) as you normally would.

2. Then on a second browser tab, goto this URL...

     https://www.paypal.com/us/cgi-bin/webscr?cmd=_bulk-ship#

From there you can create shipping labels that will be charged back to your account.

BTW: My Dymo LabelWriter 4XL with 4"x6" shipping labels was not listed in PayPal's label-printer list, nonetheless I got it work.

1.  Selected the first label-printer supporting a 4"x6" label.

2.  Print the label using the printer supporting a 4"x6" label.

(For me, it was saved as a PDF-file in the browser download directory)

3.  Opened the PDF in adobe.

     a. Selected print

     b. Switch printer to Dymo LabelWriter 4XL using 4"x6" shipping label and print.

It printed perfectly.

The PayPal label-printer is seems to be more form-size driven than OEM printer being selected.  Which is cool by me, because it worked with the DYMO LabelWriter 4XL loaded with a 4"x6" shipping label roll.
