Instant Payment Notification status always be 'Retrying'

I have set it up Instant Payment Notification for my website to get notification about payment. But whenever any payment made in my account, the notification did not receive.

I have checked IPN history, always the status is 'Retrying'. Don't understand why this happens.

Can anyone please identify the issue?
