I do understand your concern with this. There can be a few reasons that your customer (or you) may be experiencing issues checking out as a guest.
In some cases, PayPal will only allow you to use a card a certain amount of times on PayPal as a guest before it will prompt you to create or use your PayPal account. Also, if the system picks up that you have a PayPal account, it may urge you to log in.
You/your customers can try clearing your cache and cookies and then trying to checkout again. The system may not pick up if you have any account after doing this.
