I don't use PayPal at all, but one person want to buy my car from another country and he said that he has sent a payment to my bank account (I gave him my IBAN and bank name). But I've received an email with header: "*** Welcome to PayPal *** You received an instant PayPal payment To Your Bank Account from {name}***". Email looks a little bit strange, there are three different size of text and it almost do not have any informaiton. Is it a SCAM or valid?

Hello @Temp20231002w,
Welcome to the PayPal Community!
I completely understand your concern with the recent email you've received. Based on your provided details, it does not sound like the email is from PayPal. To learn more about fake PayPal emails and how to report them, please visit our Help Center here. I also suggest contacting your bank immediately and asking them to issue you a new IBAN to ensure that the one provided is not used fraudulently. Providing your banking details to anyone other than someone you know well and can trust is not recommended.
I hope this information helps; stay safe!
