I recently applied for a Paypal credit card and was denied, with the reason being "RISK OF INVALID IDENTITY". I have has a PayPal account for 20 years, they have my SSN, passport, bank account, debit card, 4 credit cards, payroll direct deposit. I also have a credit score of 785. 

My wife's account is 2 years old, with no connected bank or cards, no ID, and a credit score of 640, and she got a card for $2,500!

 

How is this possible?

Same here. At least your wife got accepted. Both my wife and I are getting denied for the same reason. Try reaching out to them (synchrony bank, not PayPal). If they can't help you figure things out (very likely), then open a complaint with the CFPB against Synchrony Bank in the "difficulty getting a new credit card" category - after 60 days you'll get an answer (likely unhelpful) but with the answer you might get a direct contact number which may be able to help. They really seem to have some shady practices with their credit applications. They used to deny me for "frozen TransUnion credit report" even though my report definitely wasn't frozen. Nowadays it's risk if invalid identity. I keep retrying every few months.
