I would like to get a "PayPal" cash card that I can reload to give to my niece where she can use the actual plastic card to get money from an ATM.

I can not figure out how to get a cash card in her name and the gift card only seems to be an electronic card, not sure how you put an electronic card

in a ATM to get cash.     Any ides
