paypal credit in minus, but unable to access money

My Paypal credit balance is minus as I received a refund for something that I had partially paid for.  I figured that the next time I bought something using paypal credit, it would deduct from this minus amount before deducting from my credit limit balance, but no.  It's deducted the full amount from my credit limit, and left the minus untouched.

How do I get this minus balance back?
