iOS App is not published in App Store for Serbia/Montenegro/Bosnia

Hello, iOS App is not published in App Store for Serbia/Montenegro/Bosnia even PayPal services are available here. Tried on FB messenger to explain to agent and they told me to contact Apple 🙄 That is few clicks for someone in PayPal to make app available for region/country.
