declined pay in 4

So im in need of a few parts for my car and saw I had the option of pay in 4. I can offered it in total but figured i could space out in payments. So as i tried to do pay in 4, i got declined, They sent over 3 reasons in a email, which make no sense.
1) Number of unsuccessful payments as compared to successful payments using your PayPal account(s) in the last year.
2) Number of active confirmed bank accounts in your PayPal account(s)'
3) Largest successful payment made using your PayPal account in the last year
I have never had an unsuccessful payment ever(never had a card declined) in the last year, Only ever had 1 bank account(different debit cards due to expiration date), and my largest successful purchase this year is more then what i was going to use pay in 4 for.
Is there an actual minimum for any of these reasons they listed? if so where would they be, cause based on my last year using PayPal i meet all the things they said i didn't
