Will PAYPAL generate a commercial invoice to the UK?

I sold merchandise to a buyer in England.

He's requesting a commercial invoice.

I'm a private seller, he has a commercial business there.

Does paypal generate an acceptable overseas invoice for customs etc?

If not, how hard is it to make one myself?
