Why does PayPal reject your savings application without giving you a reason or allowing appeal?

For the first time I signed up using PayPal savings and after giving all of my info was met with a message, "You are not eligible". I called their help service and was swamped and told to go to their virtual assistant, who then told me to call the number again. After waiting I finally got on a call with someone (who was very polite) who stated that it sometimes detects something is wrong or something was entered wrong and there is nothing they can do. There is no way for me to troubleshoot or fix this. I was hoping to use PayPal savings entirely but it seems that isn't going to happen. On further note, it also seems it won't be happening in the future either. If anyone knows what I can do to change this please help.
