Why can’t I be approved for pay in 4

Every time I try to apply for pay in 4 I get declined. It tells me this is why Length of time since the last credit card added to your PayPal account(s). Length of time a bank account used in the past year has been in your PayPal account(s). Number of payments sent using your PayPal account(s). How do I go about fixing these issues? I have two credit cards linked, my debit card is linked, but the other two issues don’t make sense to me. How long does my bank account have to be linked and how many payments do I need to make using PayPal, if that’s what it wants
