Where is the $40 off for applying to PayPal credit?

Was offered $40 off of my purchase for applying to PayPal credit.  Did that, was approved but the $40 promotional credit is nowhere to be found.  Help?

Any suggestions to find the offer terms?

I have been bounced back and forth between PayPal customer service and PayPal CREDIT customer service eight times!

Neithe one acknowledges being aware of the promotion, let alone be the source of the $40.  I have no idea what direction to take from here
