What prevents a bad actor from stacking transaction fees with many tiny payments?

We are considering PayPal for a website that may attract bad actors. We would like to use the PayPal website to host the payment button for the added security, but worry that a bad actor could make thousands of $0.01 payments that each incur $0.30 or more transaction fee for us as the recipient. Is this a realistic concern? If so, could it be solved by limiting the number of transactions accepted per account, or would it be easy for a bad actor to set up many unvalidated accounts? Conversely, could they make a large fraudulent payment that leaves there recipient on the hook for a large transaction fee? Thanks for the help!
