Hello. I’m trying to determine if I’m paying PayPal too much in interest. But I am unable to locate the current rate being charged by PayPal.

Can’t answer this unless you what you’re paying interest for. PayPal has a number credit products that charges interest.
Edit: See Terms & Conditions of PayPal Credit, PayPal Cashback MasterCard Account Agreement and Pricing Info, for Pay Monthly, refer to the plan itself for the interest rate.
