Unfair treatment and refund reversal by PayPal

On Nov 28th and Dec 1st, I did a 2 installment payment plan on 5 shoes under goods & services. I waited weeks and just recently opened disputes a couple days ago. Initially I received my 1st installment refund no problem and then today I got a reversal for it. I’m in distraught. I have every single screenshot needed with merchant since conversion was made. I have never received my shoes nor even received tracking. Messages were on Facebook Messenger and merchant’s profile was deleted. I currently have the 2nd installment under review and I’m afraid that the same will happen and that I will be out a good chunk of money. Merchant had me send payment to his then significant other which they both agreed on. I have every screenshot and proof possible. How is my refund reversed? I feel betrayed by Goods & Services. And when trying to dispute it, I’m unable to file a claim on the reversal. Very disappointing news I had to wake up to today.
