I'm sorry you're having difficulty creating a Single-Use Card for your Pay in 4. After logging into your PayPal App, you should find the option once you click on the Pay Later tile and then Pay in 4. If it's still not showing, you might want to reach out to Customer Support through one of the options listed on our Help Center here: How do I contact PayPal's Customer Service?
