Rejected by Paypal Pay in 4 for account activity

I made a purchase with Paypal pay in 4, it went through, but the seller cancelled the order(out of stock). I tried to make a purchase for the same amount and I was declined for "Suspicious or account activity". I received a call verifying my purchases, and I am still getting declined for a pay in 4. Does anyone know how to fix this? I've asked customer support but they can't grasp the concept of my question.

I certainly understand how concerning this can be for you. PayPal Pay in 4 is not available for certain merchants and goods. We may also decide not to offer PayPal Pay in 4 as an option based on our internal checks. You may be eligible in the future and are able to checkout using another form of payment method.
