Reference Transactions. What does the PayPal isn't accepting new users for this feature means?

We want to integrate PayPal into our insurance platform. And the requirement is that the customers can be charged monthly (subscription) after they buy the policy. Is this feature available for the PayPal? On the documentation page Reference Transactions it says you don't accept new users.
