i want to apply for Paypal physical debit card but there is no option in wallet tab, what's the issue ? i am using PayPal personal account or do i need to upgrade my account to Paypal Business and than i can apply ?

Don't think its available in your country but even if it was you would need a business account.

Check the link for countries, if the link is out of date then check with customer services if its available in your country?

You do not need a business account. I posted the link but some moderation system must have removed it. The request button is on the paypal website and the path is :

The only card that may be available in the original posters country is the BUSINESS debit card.

To request a PayPal Business Debit Mastercard, you'll need to have:

• A business account.
• Confirmed your identity.
• Confirmed your address.

In your post you are referring to the non-business card available in your country of the U.S in which the original poster does not live.
