Paypal vouchure worthless?

Hi,

I received a PayPal credit for 39.99 USD. I was under the impression I could use it online with any merchant that accepts PayPal, however that is not the case. According to PayPal only some merchants accept PayPal vouchers and they can't tell me which ones. Does anyone know where I can spend this vouchure?
