Paypal Virtual Card - how to issue?

Hallo!

I want to pay make online payments even to sites that haven't PayPal as a way to pay. I saw that I can have a PayPal Card (not psychical) online only with the details (numbers) of the card so I can make payments everywhere. Is it possible? If yes how, because I can't find anything.

I am from Greece and the account is personal.
