use the online credit it service from paypal. it is a credit line but no card/card like services. basuclaly online shopping only. I did that and after I paid off 2 substantial orders (200+ ea) PayOal offered me the Visa card. I stl use both. one for 6 months no interest (online credit line) and the other for cash back) that's his it worked for me, at leaat
