PayPal Credit ongoing payments returned problem

I have been having an ongoing problem having payments made thru their online setup being returned. I have had this Paypal credit account for over 12 years with no problem - until the end of September. I have 2 checking accounts attached to my Wallet and set up payments from them early. The first time it happened I went in to check on my payments made and saw the returned payment. I immediately called customer support and asked why - it took several agents and 2 hours to finally give me the explanation that I needed to contact my bank as to the reason. I contacted my bank explained the problem and asked what they saw on their end. The account executive told me it was NOT on their end - they didn't see where the payment had been sent bc it wasn't even rejected. My account was fine - money was there to make the payment and no freeze on my account. So I called support again and told them the explanation from my bank. Thus began the runaround. NO ONE can give me an answer as to the problem. I have pages of notes, phone numbers and names of agents I have talked to. One told me I needed to go into my Wallet and reenter my bank info - which I did. Later in the month I set up payments again and in October the payment was returned again. I called yet again for answers with no resolution. So I made the payment via phone. Each time this happens I am charged 30.00 which I have asked to have refunded and they have. So now into November I made my payment via phone bc of all the hassles with fees and returned payment notices. I went into my account on Monday to check my account - it's almost a daily habit with all the problems- and see a banner at the top of the page that my account has been closed. I AGAIN called "support" for the explanation and was told by Holly that due to 2 or more returned payments my account was closed. I asked her to look back thru notes to my account and read that I have been trying to get this corrected for over a month and a half. I told her I have decided to just make my payments via phone so I know they go thru and she said she saw that I had been doing this. But it didn't change the status. She said I needed to go to my banks and get a statement from them on their letterhead that it was THEIR fault for my return payments and submit it to Paypal Credit headquarters. 

I'm at my wits ends as to how to resolve this. I know it's on their end somehow. Is anyone else having this problem or have any suggestions as to how to resolve this?
