I've been having the very same issues for weeks and Paypal has not offered any solution aside from entering your bank details manually through their automated voice system to process payment (or through their chat option = sketchy). There is no ETA provided for when this issue would be resolved, no concessions offered for if customers miss payments because of the issue on their end, and just an overall disregard for the needs of their customers.
