PayPal Account Optional - Where do I find this in my PayPal Express acount?

Hi,

I can't find the setting for PayPal Account Optional in my PayPal Express account.  A couple of customers when trying to pay only have the option of paying by PayPal or Creating an account which they don't want to do.  It sometimes appears, and sometimes doesn't.  Any ideas why this should be?

To switch PayPal Account Optional functionality on or off, please contact our Merchant Technical Support. Please note that we can’t offer Seller Protection for all guest transactions for the simple reason that we do not have as much information about the sender, to assess at the time of payment, as we would have for a normal PayPal account holder. It’s entirely up to you whether or not you wish to accept guest transactions but should you choose to do so, it is at your own risk.
