Pay in Three

I have had the pay in three option disappear, only to then reappear today then when I tried to use it, deny me the option. I have very good credit, have never missed a payment on anything. There is no conceivable reason why I should no longer be able to use pay in three. Is there anything to be done? Paypal's customer service has been unable to provide any sort of guidance and I've seen enough community posts on this topic to suggest an endemic problem that Paypal has no interest in resolving. Very frustrating. One wonders what the point of Paypal is when its competitors are much more helpful when it comes to troubleshooting.
