Pay in 4

I've been denied credit through PayPals pay in 4. On 3 occasions 3 separate pay in 4 accounts, my bank didn't pay returned as insufficient. When there was actually money available. How can I ask PayPal to see the problem was with my bank or investment firm not me. All declines were paid with in an hour of being declined by my bank. At no point did any transaction go longer than half a day with out being paid. Because of my Bank I now have been labeled a risk. Rightly so if looking at it from PayPals computers point of view. I really don't deserve the label because I did pay and on time. How do I ask PayPal to reconsider my credit worthiness from a human point of view. To look at whole picture not surface
