Has anyone one had issues with a retailer not completing an order that was paid using the pay in 4 option. PayPal has already made a pending charge and approved it on their end. The retailer will not complete the order.

I am sorry to hear what has happened. I do understand your concern. When you initiate an order with a merchant, the funds will be taken temporarily from your bank/card. This is called an authorization charge.
If the merchant does not accept and process your order, the authorization will be voided. Depending on the merchant, this can take up to 30 days. Once the order is cancelled/voided, the funds would be released back to you.
I would suggest you contact the merchant to request they complete the cancellation process. Once this is done, it will reflect on your PayPal account.
