I use PayPal Pay in 4 and Pay Monthly all the time and I have never seen it offered on ebay. It's offered pretty much anywhere else I shop(except Amazon where unfortunately PayPal isn't offered at all). I've used Pay Monthly on Walmart.com for example. It always shows up for airline tickets purchases, etc...
So maybe you were mistaken that Pay Monthly showed up for you on ebay? Maybe it was Pay in 4?
From what I've read from other people on this forum I believe and other forums - Pay Monthly at 1 time might have been offered on ebay but it hasn't been offered in awhile. And again, I have never seen the Pay Monthly option show for me on ebay.
