I'm sorry to hear you've run into some difficulty using the Passkey logging into your PayPal app. Normally, you should be able to setup your Passkey after you've logged in to your app by going to your Settings, scrolling down and tapping Your Profile, then tapping Login and Security, and then selecting Passkey.
