Will money still come out of my bank to cover a purchase if I use my paypal cash card with TOP OFF turned off? I still want to use my paypal card for purchases but I only want the amount needed to make the purchase taken out of my bank instead of it always being increments of ten.

No, it will decline if your PayPal balance is insufficient. You can manually add money to PayPal balance from your bank account which you’ll have to allow the top up to complete first which can take up to several days, delaying the purchase.
