I wan to change the shipping cost for buyer. How do I get the Ebay fees to go down?

Hi All,
I have a buyer who made a purchase with about $60 in shipping. I was able to use USPS Flat rate shipping, and so the actual shipping cost is about $20. I would like to refund the buyer part of her initial shipping cost -- as it was not my intention to have the shipping go that high. However, I have noticed that based on the item sale price + shipping price, Ebay is charging me about $48 in fees. I believe that with the adjusted shipping cost, the Ebay fees should be closer to $28 (fees + tax). How do I get Ebay to adjust the fees? Or how can I tell if Ebay will adjust the fees?
