I can't receive payments with credit card invoices.

I did a test with my wife. We live in Colombia, just in case that´s important. I sent her an invoice and she pretended to not have a PayPal account so she paid with credit card (she used my credit card). At first we got an error and I got a SMS message from my bank with the charge but I didn´t get any money in PayPal. Then we tried again and again I got a SMS message from my bank but one second later, another SMS message saying the purchase was returned, and she got a message saying that she should contact the seller to establish another method of payment.
This is not the first time this happens. A while ago I tried to purchase a course and the seller sent me an invoice so I could pay in Paypal. When I tried to do it, I got the same message and I wasn´t able to pay. Could this be related to the country we are doing the invoice? Or the country where is the payment done? I have a PayPal Business account. Or what else could be the problem? Any ideas?
