How to enable partial payments and tips on invoices?

I am trying to enable partial payments and tips on my invoices, but the option for both of these is no longer showing up. They were definitely there in the past. 

I tried creating a new default template and looked all around the options but both are still missing.

 How do I enable both? Thank you

Fill out the invoice details and add a line item/price, then those functions will appear.
