How do charge someone's credit card who does not have paypal?

I have to run a CC that someone gave me to pay me.  Can I do that with PayPal?

You can have the customer pay with PayPal via guest checkout with their card info themselves.

Enable “PayPal account optional” setting as per “Guest Checkout Requirements” section:

And use the PayPal business tools to accept payment such as PayPal Invoice or PayPal button/email link.

Alternatively, you’ll have to sign up for Virtual Terminal or PayPal Payments Pro which costs $30 a month in addition to transaction fees.
