How can there be a transaction when no order was complete?

I did an online order and from the cart chose PayPal in 4. I have contacted the seller and I still have the items still in the cart but have a pending PayPal transaction for the correct amount. How can I have a transaction when the sale wasn't complete and how do I fix it?
