Welcome to the PayPal Community! PayPal does not offer PayPal-specific gift cards. You can purchase gift cards through PayPal through our Digital Gifts store if it is available in your country. We also offer PayPal Prepaid cards where available. If this is the card you're talking about, you would first want to activate it at www.paypal-prepaid.com, then add it to your account like a normal MasterCard.
If neither of these options are what you're referencing, I would recommend reaching out to our Customer Support by clicking Contact at the bottom of any PayPal page for further assistance.
